Sky Sports' Spanish football expert Guillem Balague has said that City have already made a bid for the player.
He told Sky Sports News HQ: “At the moment, what we understand is that Manchester United are willing to go to €28m (£20m) plus another €2m (£1.4m) in variables, so they’re very close to it.
“But City is willing to pay – and this is a recent offer – €30m (£21.4m) plus another €2m (£1.4m), so above the buyout clause.”
